Is Dubai Media City the right fit?
Dubai Media City (DMC) is part of TECOM Group’s Media Cluster. It brings together media and creative businesses and offers workspaces ranging from coworking and commercial offices to boutique studios and production facilities. DMC describes options for freelancers, start-ups, small and medium-sized businesses, and larger companies.
This focus can make DMC worth considering for a production house, publisher, advertising agency, broadcaster, event company or digital-content business. For example, a production company may value access to studio space, while an independent creative professional may compare an eligible freelance route with company incorporation.
The Dubai Development Authority (DDA) is identified by DMC as its regulatory authority. Activity wording matters: a broad description such as “digital services” may not explain whether you create content, sell advertising, run events or provide another service. Prepare a plain-language list of what the business will sell and who it will serve. Ask DMC/DDA to confirm the exact activity and any related approvals before committing to a lease.
If your core activity is general trading or another regulated service, check whether DMC is the right jurisdiction. A free zone’s industry fit and licence scope should support the actual business model, not just its name.
Choose the company structure
DMC’s FAQ lists three routes: a new Free Zone Limited Liability Company (FZ-LLC), a branch of an existing UAE or foreign company, and a freelance permit.
An FZ-LLC creates a new legal entity. A branch extends an existing company into DMC, so the parent company’s documents and approvals become part of the process. A freelance permit is an individual route for eligible approved services; it is not the same as incorporating a company.
As a starting point, compare the options against four questions: Will you contract through a separate company? Do you have a parent entity to register as a branch? Will you employ staff? Does the activity qualify for a freelance permit? Confirm ownership, activity eligibility and document requirements with DMC before choosing.
Company formation steps and timeline
A typical DMC setup involves these steps:
- Define the activity: Describe each service or product, your customer type and where you will deliver the work.
- Select the structure: Confirm whether an FZ-LLC, branch or freelance permit fits the ownership and operating plan.
- Choose workspace: Match your office, coworking desk or studio needs to the activity, team size and budget.
- Submit the application: Provide the required shareholder or parent-company documents and complete applicable payments.
- Complete licensing and immigration steps: Once the licence is issued, confirm visa and employee arrangements through the relevant DMC/axs process.
DMC currently says company registration usually takes seven working days after all required documents and payments are submitted: four working days for initial approval and three for licence issuance. Treat that as DMC’s published estimate, not a guaranteed completion date. Missing documents, extra approvals, immigration steps or visa processing can affect the overall launch schedule. DMC states that licences and permits are valid for one year and renewable annually.
Costs, workspace and visas
DMC’s FAQ lists licence registration fees, office lease and minimum refundable capital of AED 10,000 among the preliminary expenses for a new company. It says an existing UAE or foreign company opening a branch has no minimum capital requirement. The AED 10,000 is refundable capital; it is not the complete setup price.
Your total depends on the approved activity, company route, workspace, visa requirements and any additional approvals. Ask for a current written quotation that separates:
- Licence and registration fees
- Office, coworking or studio lease and deposits
- Refundable capital, where applicable
- Visa and immigration charges
- Renewal and any other mandatory service fees
Workspace can affect team planning. DMC’s FAQ currently states that a company can sponsor one employee per 80 square feet of leased space. Confirm the current quota, visa package and space conditions with DMC before selecting an office or estimating headcount.
Mainland work and UAE taxes
A free-zone licence does not automatically answer where you may deliver services or sell. DMC’s FAQ says a company with a DMC licence can operate within the free zone. The UAE Government explains that mainland sales may require a licensed distributor, a mainland branch or company, or another approval or arrangement depending on the activity. Discuss your actual customers, delivery location and operating model with DMC/DDA and the relevant authority before signing customer contracts. Dubai Media City
Free-zone status also does not automatically mean 0% Corporate Tax. Under the UAE regime, a Qualifying Free Zone Person may benefit from a 0% rate on qualifying income only if it meets the legal conditions; other income may be subject to the standard rate. A tax adviser can assess your activity, income streams and compliance duties.
For VAT, the Federal Tax Authority sets mandatory registration at taxable supplies and imports above AED 375,000 over the previous 12 months or expected to exceed that level in the next 30 days. Voluntary registration may be available above AED 187,500. Registration For VAT
